I play GTA 5 on a 10-year-old laptop with Intel HD 4000 graphics, and I get 30 FPS with these settings: low texture quality, off shadows, 720p resolution, and FXAA instead of MSAA.
The key is to turn off grass and reflection quality — they eat 50% of your GPU power for minimal visual gain. I also use the "normal" water quality, which looks the same as high on small screens.
If you have a low-end PC, don't max out settings. GTA 5 runs fine on old hardware if you tweak the graphics correctly.
