The index that powered Google and Bing for two decades was never designed to answer questions. It was designed to rank documents. Microsoft just said the quiet part out loud: that architecture cannot handle what AI search actually requires.
On May 6, 2026, Microsoft Bing published a technical blog post titled "Evolving role of the index: From ranking pages to supporting answers." The argument is structural, not incremental. Traditional search indexes were built for keyword matching, link ranking, and presenting users with a list of documents to evaluate themselves. AI-generated answers need something fundamentally different: indexes optimized for semantic understanding, entity relationships, factual verification, and multi-source synthesis.
If Microsoft is right, the infrastructure layer underneath AI search is now diverging from traditional search infrastructure. And for anyone creating content, that means the old rules of visibility are being rewritten at the deepest possible level.
What Microsoft Actually Said
The blog post draws a sharp line between two systems that have long been treated as one.
Traditional search, Microsoft explains, is built around documents. Users get ranked links, scan results, and decide what to trust. The system's job ends at delivery. If a user picks a bad source, that is on the user. The index measures relevance: does this page match the query? Are its signals strong enough to rank it above competitors?
Grounding systems, the term Microsoft uses for AI answer generation, are built around supportable facts with clear sourcing. The AI uses that information to generate a combined answer, where mistakes can compound across sources and reasoning steps. The system's job does not end at delivery. It extends through synthesis, verification, and confidence assessment.
This distinction has concrete implications for how an index must work. Microsoft outlined several areas where the old architecture falls short.
Chunking and meaning preservation. Traditional indexes store and rank complete documents. Grounding systems break content into chunks, transform it, and reassemble it as evidence. If a page's meaning does not survive that process, it is invisible to AI answers regardless of how well it ranks in traditional search.
Source identification. In a ranked list, the source is obvious: it is the URL. In a synthesized answer assembled from dozens of chunks, source attribution must be tracked through every step of retrieval and reasoning. The index needs to know not just what was said, but who said it and whether that source is trustworthy.
Freshness as accuracy. Stale content in traditional search might hurt ranking quality. In grounding systems, Microsoft warns, it can directly generate a wrong answer. A price that changed yesterday, a regulation that expired last month, a statistic that was updated last quarter: in a ranked list, these are annoyances. In a synthesized AI answer, they become false claims delivered with confidence.
Contradiction detection. A traditional search engine can rank one source above another and let users decide. Grounding systems must recognize conflicting evidence before turning it into a single answer. The index needs to flag when sources disagree and resolve or surface those disagreements.
Iterative retrieval. Traditional search is usually a single interaction: query in, ranked results out. Grounded AI systems may retrieve information repeatedly, refine based on earlier results, combine evidence, and reassess confidence before answering. The index must support multiple rounds of retrieval within a single query session.
Why This Matters Now
Microsoft is not making this argument in a vacuum. On the same day, Google updated how links appear within AI Overviews and AI Mode, fundamentally changing how citations work in its own AI-generated answers. The two biggest search companies are both rebuilding the infrastructure layer that connects content to AI answers, and they are doing it simultaneously.
The timing is not coincidental. AI search is no longer a beta feature or a sidebar experiment. Microsoft's Copilot answers, Google's AI Mode, Perplexity's synthesized responses, and ChatGPT's web-grounded answers are all moving toward the same architecture: retrieve evidence, verify it, synthesize an answer, and cite sources. Every one of those steps requires a different kind of index than what traditional search provides.
Microsoft's commercial moves reinforce the shift. The company announced AI Max for Search at its Spring Summit in late April 2026, placing search ads inside Copilot responses. The tool expands ad matching beyond manual keyword targeting into query-based signals, and it entered open pilot in May. Microsoft is not just rethinking how answers are generated. It is rethinking how the entire search economy, from organic visibility to paid placement, operates within an AI answer framework.
Jason Barnard's 10-gate AI search pipeline model, published on Search Engine Land on May 5, provides a useful lens here. Barnard describes ten checkpoints content must pass to become an AI recommendation: Discovered, Selected, Crawled, Rendered, Indexed, Annotated, Recruited, Grounded, Displayed, and Won. His key insight, the "Straight C" principle, states that in any multiplicative system, the weakest stage sets the ceiling for the entire system. Microsoft's blog post is essentially describing why the Grounded gate requires fundamentally different infrastructure than the earlier gates in the pipeline.
The Divergence: Two Indexes, Two Optimization Strategies
Here is the core claim and its most important consequence: the search index and the AI answer index are becoming two different things.
Traditional search indexes will continue to exist. People will still type queries, scan results, and click links. But AI answers are drawing from a separate layer, what Microsoft calls the grounding system, that evaluates content on entirely different dimensions.

How Content Evaluation Changes Under AI Indexes
Microsoft's framework reveals that AI answer indexes evaluate content along dimensions that traditional search barely considers. Understanding these dimensions is the starting point for any strategy aimed at AI visibility.
Claim extraction and attribution. AI indexes need to parse specific claims from content and attribute them to identifiable sources. Pages that bury claims in vague language, unsupported assertions, or unattributed statistics become harder to ground. The index values content where claims are explicit, evidence is cited, and the relationship between claim and source is clear.
Temporal signals. Freshness has always been a ranking factor, but Microsoft is explicit that in grounding systems, freshness becomes an accuracy constraint. Cross-source corroboration. AI indexes evaluate whether a claim from one source is supported by evidence from others. Content that exists in isolation, making claims no one else verifies, may be treated as lower confidence. Retrievability of specific facts. A page might contain excellent information but present it in a way that makes individual facts difficult to extract. Dense prose, ambiguous phrasing, and poorly structured content can all make specific claims harder to retrieve and ground. The index values content where key facts are presented clearly enough to be extracted with high fidelity.
Confidence calibration. Microsoft noted that grounding systems need to measure "evidence strength" and decide when an AI system should avoid answering. Content that is clearly sourced, well-corroborated, and current increases the AI's confidence in generating an answer. Content that is ambiguous, contradicted, or stale decreases it. The index is not just looking for relevant information. It is looking for information it can trust.

What This Means for Content Creators
Microsoft's argument, if it reflects where the industry is heading, creates a practical imperative. Content that is optimized only for traditional search ranking will increasingly miss the AI answer layer. And as AI answers capture more query volume, that gap will widen.
The shifts content creators should consider fall into three categories.
Structural clarity over keyword density. AI indexes extract claims from content. The easier it is to identify, attribute, and verify those claims, the more useful the content becomes to grounding systems. This means explicit statements, clear sourcing, structured data, and clean semantic markup. Not because keywords no longer matter, but because the index is reading for meaning and evidence, not just matching terms.
Recency infrastructure. Every claim that has a temporal dimension needs to be date-stamped and versioned. Publication dates, "last updated" timestamps, and clear indicators of when information was verified all help grounding systems assess freshness. Microsoft was explicit: stale information in grounding systems does not just rank lower. It generates wrong answers.
Corroboration signals. Content that is cited, referenced, or corroborated by other sources signals higher confidence to AI indexes. This is not link building in the traditional sense. It is about creating information that other authoritative sources reference and verify, building a web of corroboration that grounding systems can trace.

Microsoft's blog post is also a strategic move. By publicly defining the requirements for AI answer indexes, Microsoft is positioning Bing as the infrastructure provider for the next generation of search. Azure AI Search already provides retrieval steering, query planning, reranking, and answer synthesis capabilities. The blog post connects that product strategy to a thesis about why the market needs it.
Google is making parallel moves. The same day Microsoft published its index thesis, Google updated links within AI Overviews and AI Mode, changing how citations work in its AI-generated answers. Microsoft's framing is telling. Grounding, in its description, does not replace search. It builds on top of existing search infrastructure while adding systems focused on evidence quality, attribution, and deciding when an AI system should avoid answering. This is a layer cake, not a replacement. But it means the evaluation criteria that matter most are shifting from the traditional search layer to the grounding layer on top of it.
Measuring What Matters
Microsoft acknowledged something important near the end of its post: "The industry is still learning how to rigorously measure grounding quality."
This is the frontier. Traditional search has decades of agreed-upon metrics: click-through rate, bounce rate, dwell time, rank position. AI answer indexes are still figuring out what to measure. Microsoft listed the dimensions it is tracking: factual fidelity, source quality, freshness, evidence strength, and conflict detection. But the industry has not yet settled on standardized ways to measure these at scale.
For content creators, this creates both uncertainty and opportunity. The metrics that will define AI visibility are still being invented. The organizations that learn to measure their content's performance along these dimensions early will have a structural advantage as the standards solidify.
